Few people have used the old Google Groups to announce new packages/software. What’s the preferred Topic category to do this in the new forum (Discourse)?

Right, there weren’t many announcements of new software in the old Groups.
I changed PackageRequests to Packages http://discuss.ropensci.org/c/packages That seems like an appropriate place. We can create new categories later if needed.
