I know that I have to cite the packages I used.
But for example, the bootstrap.css file that I downloaded for my shiny app. Is it something I should cite? How?

You should probably cite bootstrap, yes. I would imagine you may just want to link to it and give it’s license. But any other thoughts on this @cboettig ?
Yeah, citing any software on which your software has a dependency or is packaged along with it (as in the case of the bootstrap css here) is would be best practice.
